Homelessness and Addiction - What are we going to do?

The State of California has spent hundreds of millions of dollars on the homeless problem. The County of Los Angeles has spent hundreds of millions of dollars on the homeless problem. The City of Los Angeles has spent hundreds of millions of dollars on homelessness. Collectively, we are talking BILLIONS. All with very limited results. Take a drive to Skid Row, Venice Boardwalk, or various places around Los Angeles County (let alone San Francisco and Oakland) and you see how bad the problem is.
